Indonesia, Fixed Broadband Experience, December 2023

Opensignal has analyzed real-world broadband network experience from our users in Indonesia, across Java and across 10 cities – Jakarta, Surabaya, Kota Bandung, Semarang, Kota Bekasi, Tangerang Selatan, Depok, Malang, Medan and Kota Tangerang. To reflect the varying ways in which broadband is used, we have analyzed four different measures of the broadband user experience: Broadband Video Experience, Broadband Download Speed, Broadband Peak Download Speed and Broadband Upload Speed.

 

Key findings:

  • In Java, our users on First Media and Oxygen.id have the best Broadband Video Experience among the compared providers, with experience that places in the ‘Good’ category — this means that they are, on average, able to stream video at 720p or better with satisfactory loading times and little stalling.
  • Biznet distinguishes itself in speed-related metrics in Java, claiming the top spot for both Broadband Download Speed and Broadband Upload Speed, with a marginal lead over First Media and significant advantages over its competitors, respectively. Additionally, Biznet shares the lead with First Media for Broadband Peak Download Speed with statistically tied scores of 99.8-110.9Mbps.
  • Biznet is top for download and upload speeds across most of the investigated cities and has the leading experience across 29 out of the 30 comparisons we have made (for Broadband Download Speed, Broadband Upload Speed and Broadband Video Experience), in many cases placing first with a strong lead over its competitors. First Media has the next highest number of first-place finishes, including four for Broadband Download Speed. Video Experience is more varied with several providers sharing the lead, but Biznet is most frequently among the top.
     

Broadband experience in Java


In Java, First Media and Oxygen.id share the top position for Broadband Video Experience, with statistically tied scores of 66.3-66.6 points on a 100-point scale. This gives them a narrow lead of around 1.2 points over MNC Play, Biznet, CBN and MyRepublic, which tie for third place with scores in the 64.8-65.5 points range. Both winners and the runner-ups place in the Good (58-68) category, indicating that our users are, on average, able to stream video at 720p or better with satisfactory loading times and little stalling.

 

Biznet achieves an outright victory for Broadband Download Speed with 29.3Mbps, beating First Media, the second-place contender, by a narrow margin of 1Mbps.

 

Moreover, Biznet and First Media are in a statistical tie for Broadband Peak Download Speed, with impressive scores of 99.8-110.9Mbps. They surpass the tied third-place holders — Indosat, CBN, MyRepublic, XL and Oxygen.id, whose scores are in the 72.5-91.5Mbps range — with a lead of around 20.5Mbps.

 

Biznet also takes the forefront in Broadband Upload Speed with an outright win, with our Biznet users observing average upload speeds of 20.2Mbps — about 3.9Mbps or 24.1% faster than the 15.9-16.7Mbps seen on the two providers that statistically tie for second place — MyRepublic and Oxygen.id. 

 

Broadband experience across cities

Biznet has the leading Broadband Download Speed and Broadband Upload Speed experience (either outright or jointly) across all of the investigated cities – Jakarta, Surabaya, Kota Bandung, Semarang, Kota Bekasi, Tangerang Selatan, Depok, Malang, Medan and Kota Tangerang. First Media has the next highest number of first-place finishes, including four for Broadband Download Speed. Video Experience is more varied with several providers sharing the lead, but Biznet is most frequently among the top (in 9 out of 10 cities). Biznet consistently ranks highly, out of the 30 comparisons we have made the provider has the leading experience in 29 of them, either outright or in a statistical tie with other providers. 

 

Biznet is the outright winner for Broadband Download Speed in Jakarta, Kota Bekasi, Tangerang Selatan and Depok with speeds reaching up to 39.7Mbps. First Media competes closely, sharing the top spot in Surabaya and Semarang. Biznet leads by 6.6Mbps to 10.1Mbps in the cities where it wins Broadband Download Speed outright.

 

Biznet is also in first place across all the cities we have analyzed for Broadband Upload Speed — either outright or jointly. Where it wins outright, it does so by impressive margins. For example, in Kota Bekasi and Tangerang Selatan, it leads by around 9.4Mbps and about 9.8Mbps, respectively. The average upload speeds seen by our Biznet users range from 16.2 to 28.6Mbps across the cities.

 

 

Methodology and definitions

 

Opensignal captures user measurements across all broadband network architectures, encompassing fiber (FTTx), xDSL, cable, fixed wireless access (FWA) via 4G and 5G, as well as satellite, and reports on a holistic evaluation of our users’ experience with the listed providers' internet services. We have only included the largest fixed broadband providers by market share in each area, determined by our user base size.

 

Tariff characteristics — for example, speed tiers or data caps — vary greatly by provider and the dispersion of the plan mix will affect the average experience result. Opensignal’s measurements capture users’ experience, regardless of the plan that they have purchased from their provider. This report analyzes the real-world situation across all users’ plans.

 

Broadband Video Experience       
Opensignal’s adaptive video experience quantifies the quality of video streamed to mobile devices by measuring real-world video streams over an operator's network. The metric measures users’ adaptive video experience using a Mean Opinion Score (MOS) approach inspired by International Telecommunication Union (ITU) studies which have derived a relationship between technical parameters of adaptive bitrate video streaming and the perceived video experience as reported by real people.

 

The videos tested are streamed directly from the world’s largest video content providers and include a wide selection of resolutions that dynamically match the network conditions, available bandwidth and device performance. Resolutions range from 144p to 2160p, which is also called 4K or UHD (Ultra High Definition). The model calculates a MOS score on a 0 to 100 scale by evaluating a number of parameters, including: the time to start playing the video, the quality of the video, the time playing each resolution, and the time spent re-buffering.

 

Broadband Download Speed       
Measured in Mbps, Broadband Download Speed represents the typical everyday speeds a user experiences across a provider’s network.

 

Broadband Peak Download Speed       
Measured in Mbps, Broadband Peak Download Speed represents the 98th percentile of the user speed distribution. i.e. this is what the users with the highest speeds within the footprint experience.

 

Broadband Upload Speed       
Measured in Mbps, Broadband Upload Speed measures the average upload speeds for each internet service provider observed by our users across their fixed networks. Typically, upload speeds are slower than download speeds, but this often depends on the technology used for broadband connections.
