Key Findings

Beeline takes the Upload Speed Experience award from MegaFon

In the last report MegaFon won both the speed awards — Download Speed Experience and Upload Speed Experience. However, this time around it has only successfully defended the Download Speed Experience award. Our Beeline users observed the fastest average upload speeds in Russia — 7.2 Mbps — and it is therefore the new outright winner of the Upload Speed Experience award.

MTS is the outright winner of the Voice App Experience award

Our MTS users had the best experience in Russia when using over-the-top (OTT) voice apps such as WhatsApp, Skype and Facebook Messenger. In the last report, MTS forced a statistical tie with Tele2, which had previously been the outright winner of the award for two reports in a row.

Tele2 users had the best experience when streaming video in Russia

Tele2 is the new outright winner of the Video Experience award, replacing the previous winner, MegaFon on the winner’s podium. Opensignal’s Video Experience metric quantifies the quality of video streamed to mobile devices by measuring real-world video streams over an operator's network. The metric is based on an International Telecommunication Union (ITU) approach, built upon detailed studies which have derived a relationship between technical parameters, including picture quality, video loading time and stall rate, with the perceived video experience as reported by real people.

Beeline replaces Tele2 as a joint winner of the Games Experience award alongside MTS

Back in the May 2021 report, our Russian users had the best experience when playing multiplayer mobile games over cellular connections on MTS and Tele2’s networks. This time around, while there continues to be a two-way statistical tie for first place, it is now between Beeline and MTS. This combined with the other changes in our award table from the last report mean that Tele2 has swapped two joint wins — in Games Experience and Voice App Experience — for an outright win in Video Experience, while successfully defending the 4G Availability award.

Introduction

Despite four of seven awards having changed hands since the last report, the awards are fairly evenly distributed, with all operators winning at least one award outright. MTS and Tele2 have the largest haul of awards. MTS wins two awards outright — Voice App Experience and 4G Coverage Experience — while also being a joint winner of the Games Experience award alongside Beeline. Meanwhile, Tele2 is the outright winner of both the Video Experience and 4G Availability awards. This is in contrast to the previous report when MegaFon won three out of seven awards outright. While the operator successfully defended the Download Speed Experience award, it lost the Video Experience award to Tele2 and the Upload Speed Experience award to Beeline.

In this report, we've analyzed our data gathered in the 90 day period beginning August 1 and ending October 29, 2021, to see how Russia’s four national operators — Beeline, MegaFon, MTS and Tele2 — measure up.

We continually adapt our methodology to best represent the true experience of smartphone users. Therefore, comparisons of the results to past reports should be considered indicative only.

For every metric we calculate statistical confidence intervals indicated on our graphs. When confidence intervals overlap, our measured results are too close to declare a winner. In those cases, we show a statistical draw. For this reason, some metrics have multiple winners.

In our bar graphs we represent confidence intervals as boundaries on either sides of graph bars. In our supporting-metric charts we show confidence intervals as +/- numerical values.
