Key Findings

Smart Axiata reclaims the Download Speed Experience award from Metfone

Smart Axiata clocked in at 11.5 Mbps, 1.5 Mbps faster than in our previous report. Similarly, Cellcard’s score rose by 0.4 Mbps to hit 9.9 Mbps, but the speeds seen by our Metfone users fell by 0.9 Mbps. As a result, Metfone has fallen back to second place and Smart Axiata commands a lead of 1.1 Mbps, around the same margin of victory as Metfone enjoyed last time. In our last report, Metfone dislodged Smart Axiata from the winner’s podium. The reverse has occurred this time around — our users observed the fastest average download speeds on Smart Axiata’s network.

Metfone and Smart Axiata share the Video Experience award

In both our previous two reports, Metfone was the outright winner of the Video Experience award. However, this time the operator has ended up in a statistical tie with Smart Axiata and therefore the two operators are joint winners for this award. Smart Axiata has also joined Metfone in the Good (55-65) Video Experience category. Metfone’s score fell by 1.8 points, while Smart Axiata’s rose by 1.7 points. Our Cellcard users saw their Video Experience increase by 1.6 points to reach 54.4 points.

Cellcard swaps places with Metfone on Upload Speed Experience

Smart Axiata and Cellcard jointly win the Upload Speed Experience award. While this is the second report in a row in which Smart Axiata has held this honor, in our last report Metfone was the joint winner and not Cellcard. This change was driven by a 0.4 Mbps increase in the average upload speeds seen by our Cellcard users, while Metfone users saw speeds fall by the same amount. Smart Axiata’s score is unchanged at 5.8 Mbps.

Smart Axiata increases its lead on 4G Availability

Smart Axiata remains the only Cambodian operator with a 4G Availability score over the 90% mark and its winning margin over second-placed Metfone has risen from 4 to 6.2 percentage points due to a 1.4 percentage point increase in Smart Axiata’s score and a 0.8 percentage point drop in Metfone’s.

Introduction

Progress in mobile experience has been modest since our February 2021 report. 5G remains some way off, with a representative of the Ministry of Post and Telecommunications saying that both the release of the 5G roadmap and the assignment of 5G spectrum to operators will hopefully occur at the end of this year or the beginning of 2022. In addition, Cambodia’s mobile networks are struggling under the weight of the nation’s high data consumption. In our Quantifying the Impact of 5G and COVID-19 on Mobile Data Consumption report, we found that our Cambodian users consumed a staggering 15.9 GB of data per month on average in Q1 2021, up from the 13.6 GB/month observed in Q1 2020.

Back in June, Smart Axiata’s CEO Thomas Hundt said that high data consumption had “loaded the 4G network to a level where the operators can’t fully satisfy the expectations from the users in terms of speed anymore”, but he also indicated that this congestion would ease once 5G is deployed. Smart Axiata is investing more than $90 million in its wireless network this year. The main focus is on enhancing its 4G network and ensuring that it is ready for 5G rollout once the government gives the go-ahead. Smart Axiata expects to add 350 sites by the end of the year and reported that it will shut down its 3G network gradually over the course of 2021.

In May, Cellcard announced that it had installed more than 169 new 4G sites as part of its work to ensure communities have adequate connectivity during lockdown and has used Cell on Wheels mobile cell sites to support the Ministry of Health’s response to the pandemic at key treatment sites and test & vaccination centers.

In this report, we've analyzed our data gathered in the 90 day period starting 1 April and ending 29 June to see how Cambodia’s three national operators — Cellcard, Metfone and Smart Axiata — measure up.

Opensignal measures the real-world experience of consumers on mobile networks in the places they live, work and travel.

We continually adapt our methodology to best represent the true experience of smartphone users. Therefore, comparisons of the results to past reports should be considered indicative only.

For every metric we calculate statistical confidence intervals indicated on our graphs. When confidence intervals overlap, our measured results are too close to declare a winner. In those cases, we show a statistical draw. For this reason, some metrics have multiple winners.

In our bar graphs we represent confidence intervals as boundaries on either sides of graph bars. In our supporting-metric charts we show confidence intervals as +/- numerical values.
