Key findings

WindTre loudly steps into the mobile experience award table

As the old saying goes, unity is strength: the newly merged WindTre won 2 awards and secured two additional draws out of a total of 7 national awards, while both of the former Wind and 3 Italia used to lag behind TIM and Vodafone in our previous reports. WindTre won in Download Speed Experience and Upload Speed Experience and drew in Video Experience and 4G Coverage Experience.

Vodafone is now leading the table

Vodafone has consistently gained ground in our awards table in the last year, and went from winning one single award in May 2019, to winning one and drawing another two with TIM six months ago, to finally winning three awards and tying for a further one with WindTre in this report. Interestingly, Vodafone has held onto the 4G Availability award throughout the whole time, which was the only award we haven't seen change hands since May last year.

TIM wins the most city awards

TIM won 16 awards and drew for an additional 80; WindTre won 8 awards and tied for another 73; Vodafone won 6 awards and was toe-to-toe in 77 additional categories. While we have seen Vodafone steadily gain ground and WindTre build momentum off its merger, TIM is still competing for our regional awards and secured the largest number of clear wins at the city level.

Vodafone wins our newly-launched Games Experience award

Vodafone won Italy's first Games Experience award scoring 75.5 points, and was the only operator landing in the Good category (75-85). TIM, WindTre and Iliad followed behind in the Fair category (65-75). Opensignal's Games Experience metric uses measurements of real-world mobile network conditions to assess the mobile multiplayer games experience felt by users on different networks and scores it on a 0-to-100-point scale.

Vodafone, TIM and WindTre pass the 90% mark in 4G Availability

Vodafone kept hold of our 4G Availability award scoring 92.2% but WindTre and TIM were close at 91.4% and 90.1%, respectively. Iliad is not far from the rest of the group, and is also now in sight of the 90% mark having scored 88.7%.

Introduction

In our latest Italian mobile network experience analysis we saw a pivotal change take place. For more than three years we had observed something of a two-horse race between TIM and Vodafone, which were the only Italian operators to win any of our national awards since November 2016. But now the newly merged WindTre has joined the race and is overshadowing the former leader TIM. Vodafone jumped to the lead winning three awards and tying for a further one; WindTre gained two first prizes and drew for two additional awards; TIM drew with WindTre in Video Experience to jointly win one award this time.

The last few months have been quite busy for the Italian Telecoms sector. After three years, we finally saw Wind and 3 Italia complete their merger by launching a new single brand, WindTre, and directly challenging TIM and Vodafone for the crown of Italian mobile market's leader.

Vodafone and TIM are not resting idly and have been given conditional approval by the European Commission to create Europe's biggest mobile towers company as part of a strategy to speed up the rollout of 5G services.

Last but not least, the COVID-19 pandemic showed an impact on Italy's mobile network experience similarly to many other countries around the world. But the good news is that, regardless of the incremental challenges due to managing increased load on the networks, our Italian smartphone users generally saw their mobile experience improve across all metrics except for Download Speed Experience compared to six months ago. In fact, our users on TIM and Vodafone’s networks saw their average download speeds decline. But this is not breaking news because six months ago we observed a similar decline with both TIM and Vodafone seeing speeds fall compared to May 2019. Despite a few drops in download speeds, Italian operators have so far shown a resilient mobile experience in this unprecedented situation, improving most of their scores across our metrics.

In this report, we've analyzed our data gathered in the 90 days from the start of February 2020 to compare the mobile network experience of Italy's four national operators: Iliad, TIM, Vodafone and the newly-merged WindTre that originated from the former Wind and 3 Italia. Along with our national-level awards and analysis, we've also looked at the performance of all four operators in 21 of Italy's biggest cities to see how they compare.

National Analysis

Video Experience

We saw fierce competition for this award, with less than 1.6 points (out of 100) separating the four Italian mobile operators, and all of them landing in the Very Good (65-75) Video Experience category compared to only TIM and Vodafone six months ago. After winning our Video Experience award in the two previous reports, TIM has now tied with WindTre, with both operators reaching just shy of 70 points.

While all four operators scored a Very Good 4G Video Experience with 70 or more points, TIM maintained an edge in 3G Video Experience and was the only Italian operator landing in the Good category with 57.0 points. Vodafone, Iliad and WindTre followed in the Fair category, meaning their users are likely to experience very slow loading and prolonged stalling, especially at higher resolutions when they connect to 3G networks.

Games Experience

Opensignal has measured the mobile gaming experience at the operator-level in Italy for the first time. Vodafone won our award scoring 75.5 points, the only operator landing in the Good category (75-85). TIM, WindTre and Iliad followed behind in the Fair category but while Iliad and WindTre scored respectively 68.3 and 69.0 points, TIM was less than one point behind Vodafone at 74.8 points, nearly missing the Good category.

Opensignal's newly released Games Experience measures real-world mobile network conditions to assess the mobile multiplayer games experience felt by users on different networks and scores it on a 0-to-100-point scale. It considers multiple genres of multiplayer mobile games to measure the average sensitivity to network conditions. The games tested include some of the most popular real-time multiplayer mobile games — such as Fortnite and Arena of Valor — played around the world.

Voice App Experience

Vodafone steps ahead and wins our second Voice App Experience award after tying with TIM for the first award six months ago. Although we saw less than 0.9 points (out of 100) separating the four mobile operators, that was enough room for Vodafone to leave the other three operators behind in the Acceptable (74-80) category and step in the Good (80-87) category. That means that our users on TIM, Iliad and WindTre were generally satisfied, although some might have experienced perceptible call quality impairments, such as clicking sounds or distortion.

Voice App Experience measures the quality of experience for over-the-top (OTT) voice services — mobile voice apps such as WhatsApp, Skype and Facebook Messenger — using a model derived from the International Telecommunication Union for quantifying overall voice call quality with a series of calibrated technical parameters.

Download Speed Experience

While six months ago our Download Speed Experience award resulted in a tie with Vodafone and TIM being toe-to-toe, this time around we have a clear winner, although it was a third operator — WindTre — which jumped ahead and seized the first place. WindTre is now leading our Download Speed Experience category with 25.4 Mbps, while TIM, Iliad and Vodafone follow behind at 23.6 Mbps, 22.3 Mbps and 21.6 Mbps, respectively.

Breaking down download speed by technology generation, we see WindTre leading in 4G Download Speed at 28.6 Mbps, with TIM and Iliad also passing the 25 Mbps mark. However, it was TIM's users who experienced the fastest 3G Download Speeds of 7.1 Mbps, while our users on WindTre's network on average saw 5.5 Mbps in 3G Download Speed.

Upload Speed Experience

WindTre continues to show improvements in Upload Speed Experience, winning this award with 9.1 Mbps building off the draw that Wind achieved with TIM in October 2019. Our users on TIM's network have observed an increase of 0.4 Mbps since our last report to reach 8.0 Mbps, while Iliad and Vodafone followed behind at 7.2 Mbps and 7.0 Mbps respectively.

Upload speeds are typically slower than download speeds, as current mobile broadband technologies tend to be focused on providing the best possible downstream rates for users consuming content. But the increasing use of social media, content sharing and video chat applications shows that mobile users are not just consuming content but are also creating it. This means that upload speeds are an increasingly important aspect of the mobile network experience.

4G Availability

Our users across all mobile operators saw their 4G Availability increase in the last six months, including Vodafone which saw 4G Availability stagnate in our October 2019 report. Vodafone kept hold of our 4G Availability award scoring 92.2% but WindTre and TIM were not far at 91.4% and 90.1% respectively. Iliad is not far from the rest of the group, and is also now in sight of the 90% mark having scored 88.7%.

Italy's 4G Availability is reaching maturity as three operators have now passed the 90% mark and the fourth is closing in. There is likely still some room for improvements, but at this stage we expect mobile operators to further shift their focus towards 5G deployments

4G Coverage Experience

In our first look at the 4G Coverage Experience in Italy, Vodafone and WindTre drew the award by both scoring 9.2 points (on a scale of 0-10), while TIM followed very close behind at 9.1 points. Iliad lagged behind with 7.7 points.

Opensignal's 4G Coverage Experience is a measure of how Opensignal's mobile subscribers experience 4G coverage on an operator's network. Measured on a scale of 0-10, it analyzes the locations where customers of a network operator received a 4G signal relative to the locations visited by Opensignal users of all network operators.

Regional Analysis

In our analysis of 21 of Italy's largest cities we saw a fierce competition between TIM, Vodafone and WindTre. Out of the total 126 awards up for the taking, 96 resulted in a tie between two or more operators and only 30 awards had a clear winner. TIM won 16 awards and drew for an additional 80; WindTre won 8 awards and tied for another 73; Vodafone won 6 awards and was toe-to-toe in 77 additional categories. We saw 44 categories resulting in a three-way tie and even 13 draws where all four operators were toe-to-toe.

Out of the 21 Video Experience awards, TIM won in Milan, Padua, Turin and Venice, Vodafone won in Palermo and the other 16 resulted in a tie. TIM was the operator seeing the greatest number of Excellent scores — with 8 cities above 75 — and the highest Video Experience score of 79.3 in Padua. Vodafone and WindTre recorded three and four cities, respectively, with an Excellent Video Experience score.

TIM and Vodafone showed an edge in our regional Games Experience award table as they were the only two operators recording some Excellent scores (85 and above) in six and seven cities, respectively, with TIM securing the only clear win in Turin. Iliad was the only operator recording a Poor Games Experience result in Parma where the operator scored 63.4, while the rest of the cities always saw at least Fair scores across all operators.

Our users in Italy have a very consistent Voice App Experience across the different mobile operators which was highlighted by 21 ties and not one single clear win in this metric. In fifteen of the cities we analyzed we saw all four operators score over 80 points (out of 100), meaning all our users in these cities got Good ratings. And in the other six cities where some operators did not score 80, they were not far behind as the lowest Voice App Experience score we saw was 76.6 out of 100 in Piacenza.

While we saw Vodafone, WindTre and TIM passing the 90% 4G Availability milestone at the national level, only Vodafone and WindTre passed that 90% mark in all 21 cities we analyzed. TIM and Iliad recorded five and six cities respectively where their users spent less than 90% of their time connected to 4G. Vodafone, on the other hand, achieved the highest 4G Availability score at the city-level in Taranto where our users saw 97.5% 4G Availability.

Despite WindTre winning both our Download Speed Experience and Upload Speed Experience awards at the national level, it was TIM who recorded the fastest speeds in both metrics in our regional analysis. TIM passed the 50 Mbps Download Speed Experience milestone in Brescia where it reached 51.9 Mbps, and showed the fastest Upload Speed Experience in Turin where the operator scored 15.5 Mbps.

We continually adapt our methodology to best represent the true experience of smartphone users. Therefore, comparisons of the results to past reports should be considered indicative only.

For every metric we calculate statistical confidence intervals indicated on our graphs. When confidence intervals overlap, our measured results are too close to declare a winner. In those cases, we show a statistical draw. For this reason, some metrics have multiple winners.

In our bar graphs we represent confidence intervals as boundaries on either sides of graph bars. In our supporting-metric charts we show confidence intervals as +/- numerical values.
