Key Findings

Orange was unbeatable in Romania

Orange managed to secure five awards and tie for the remaining two. This makes it not only the Romanian operator to beat but it also means that our users on Orange saw a robust mobile experience on all fronts, with no noticeable shortcomings in any one metric when compared with its national peers, but still with room for improvement when viewed from an international perspective. It also still has yet to pull ahead of its rivals on Voice App Experience and Upload Speed Experience. Orange won our 4G Availability, Video Experience, Download Speed Experience, Latency Experience and 4G Coverage Experience awards, and tied with Telekom and Vodafone for Voice App Experience and Upload Speed Experience.

Vodafone and Telekom challenge Orange in Voice App and Upload Speed Experience

Orange, Vodafone and Telekom scored just around the 80-point mark to tie for Voice App Experience, which measures the quality of experience for over-the-top (OTT) voice services — mobile voice apps such as WhatsApp, Skype and Facebook Messenger. This places them right on the threshold of offering a Good experience to our users, with Digi Mobil just 2.6 points (out of 100) short of the same threshold, which means that it offers an Acceptable experience to our users.

Video Experience ranges from Good to Very Good

In Opensignal’s latest State of Mobile Video Experience — quantifying the quality of mobile video experienced by Opensignal users on real-world video streams — Romania ranked 37th out of 100 countries and overall users had a Good Video Experience with 64.1 points (out of 100). However, Video Experience varied significantly by operator as we saw users on Orange score 70.0, just 5 points away from Excellent and Vodafone scored 66.2 and also ranked Very Good. On the other hand, Digi Mobil scored 63.2 in the Good category. Perhaps most surprisingly, users on Telekom had the lowest Video Experience with 57.1 — only 2.1 points above the Good threshold.

Huge variation in Download Speed Experience

By far the largest difference in mobile experience across Romanian operators was for Download Speed Experience, where users on Orange saw an average speed of 29.4 Mbps, or 128% faster than our users on fourth placed Digi Mobil. Vodafone ranked in second, but at 20.3 Mbps, its users have a long way to go to catch up with the Orange experience. On the other hand, Telekom’s 18.5 Mbps may place it third, but scoring just 1.8 Mbps below Vodafone means it is very close to Vodafone and both will be competing fiercely for the silver position in our next report.

Introduction

In our first look at the Romanian mobile network experience, Opensignal found Orange to be the dominant operator across most of our network experience metrics, managing to win or tie for every award. We also saw that Digi Mobil was the lowest scoring operator in at least five of our awards, tying with Telekom on 4G Availability for a potential sixth. Meanwhile, Vodafone and Telekom are fighting for second place, as they draw on several awards, although Vodafone appears to have the upper hand in some metrics such as Latency Experience, Video Experience, 4G Availability and Download Speed Experience.

We continually adapt our methodology to best represent the true experience of smartphone users. Therefore, comparisons of the results to past reports should be considered indicative only.

For every metric we calculate statistical confidence intervals indicated on our graphs. When confidence intervals overlap, our measured results are too close to declare a winner. In those cases, we show a statistical draw. For this reason, some metrics have multiple winners.

In our bar graphs we represent confidence intervals as boundaries on either sides of graph bars. In our supporting-metric charts we show confidence intervals as +/- numerical values.
