Our awards table continues to be dominated by one operator, Telkomsel won six awards including our new 4G Coverage and Voice App Experience awards. Smartfren kept hold of our 4G Availability award — but far from stagnating, we saw some very impressive increases in scores across most of our metrics from all five operators.
Telkomsel held onto both our Download and Upload Speed awards, with scores well ahead of its rivals. The operator's upload score jumped by 46% — the biggest increase in this metric — while its users’ download speed was up 23%. But this was not the largest increase in Download Speed Experience: Indosat's score leapt by nearly 37%, while 3's users’ speed accelerated by over 26%. And we saw speeds increase in both metrics for users on all five operators.
Smartfren once again won our 4G Availability award, with a pretty remarkable score of 96.4%. But our users on all five of Indonesia's operators saw their scores grow, and the country now boasts at least 86% 4G Availability across all networks, with Smartfren and 3 scoring over 90%.
Telkomsel scored just over 77 (out of 100) in Voice App Experience, giving it an Acceptable rating, meaning users are generally able to comprehend calls without repetition. However, all the other four operators landed in our Poor ranking, meaning calls will be marred by frequent distortion, clicking sounds or low volume.
Telkomsel kept our Video Experience award, with an increase of 4.5 points in its score to move into our Good rating. Indosat saw the biggest jump of nearly 7 points to join 3 and XL in our Fair ranking. But Smartfren saw no improvement, meaning its users still suffer a Poor Video Experience.
A quick glance at the awards table in our latest report on Indonesia would seem to suggest that nothing much has changed. Telkomsel continues to dominate, keeping four awards and winning our new 4G Coverage and Voice App Experience metrics. And Smartfren held onto the only other award, 4G Availability. But far from stagnating, we've seen some very impressive increases in scores across the board, as Indonesia's mobile market moves towards maturity.
In this report, we've analyzed the mobile network experience for our Indonesian users over the 90 days from the start of August, to see how the five operators — 3, Indosat, Smartfren, Telkomsel and XL – stack up. Alongside the national awards, we've also taken a deep dive into 24 of Indonesia's biggest cities to see how the operators perform in an urban environment.

Indonesia's 4G Availability keeps getting better. Smartfren kept hold of our award, with an incremental increase in its score — nonetheless impressive, since it has now hit an extraordinary 96.4%. Smartfren shut down its 3G network in 2017, meaning it has little choice but to pursue a highly aggressive 4G rollout strategy. But 4G Availability scores over 95% are fairly rare, even in the world's most advanced mobile markets — and the fact that Smartfren is able to continue to grow this score is even more remarkable.
All of our Indonesian users have seen improvements in their 4G Availability. 3, Indosat and XL all saw their scores grow 2-4 percentage points. But it was Telkomsel who saw the biggest increase of close to 6 points, as the operator focuses its efforts on 4G rollout. This now means that our users on all five of Indonesia's national operators were able to connect to 4G networks over 86% of the time.
Mobile Video Experience is improving in Indonesia. The country now has one operator in our Good ranking, as winner Telkomsel increased its score by 4.5 points to reach close to 59 (out of 100). Our users on 3 and XL saw similar increases, but it was Indosat that saw the biggest jump of nearly 7 points to join these two in our Fair Video Experience ranking. Smartfren still languishes in last place with a Poor rating — and the operator hasn't seen an improvement in its score since our last report.

Telkomsel's Good Video Experience rating means our users on its network now enjoy an acceptable experience when streaming mobile video at lower resolutions, but loading times can still be slow and stalling is not uncommon, especially at higher resolutions. But their experience is better than their peers on 3, Indosat and XL, who can expect long loading times and frequent stalling, even at lower resolutions. Meanwhile, our Smartfren users have to suffer a Poor rating, meaning the mobile Video Experience is practically unwatchable.
Telkomsel won our inaugural Voice App Experience award in Indonesia. This unique, first-of-its-kind metric measures the quality of experience for over-the-top (OTT) voice services — mobile voice apps such as WhatsApp, Skype and Facebook Messenger — using a model derived from the International Telecommunication Union for quantifying overall voice call quality with a series of calibrated technical parameters.

The scores were pretty close in Voice App Experience, with less than 10 points (out of 100) separating all five of Indonesia's operators. Telkomsel was slightly ahead of the pack with a score of 77, giving our users an Acceptable rating, meaning they are generally able to comprehend without repetition. However, all the other four operators scored between 68 and 74, giving them a Poor ranking, which means our users' Voice App Experience will be marred by frequent distortion, clicking sounds or silence experienced during the call.
Indonesia's mobile networks are getting faster. In Download Speed Experience, we've seen decent increases from all five of the country's operators — with double-digit percentage increases for four of them. Telkomsel remains the national leader in download, with a jump of nearly 23% in its score over the past six months to reach 12 Mbps. But this was not the largest increase: Indosat's score leapt by nearly 37%, while 3's users’ speed accelerated by over 26%.

Telkomsel remains well ahead of its rivals in 4G Download Speed Experience. The leader has now burst through the 10 Mbps milestone, and our users on its network experienced 4G download speeds over 3 Mbps faster than our users on its closest rival XL’s network. XL is a couple of megabits faster than Indosat and 3, who are neck-and-neck at around 6.5 Mbps. And Smartfren remains at the back of the pack with a Download Speed Experience score of 4.7 Mbps.
We thought the increases in download speed since our last report were impressive, but they were dwarfed by some of the jumps in Upload Speed Experience. Winner Telkomsel truly shone in this metric, with a jump of close to 46% to pass the 5 Mbps milestone and pull further ahead. Our users on second- and third-placed XL and 3 both saw increases of around 30%, but Indosat in fourth place saw its Upload Speed Experience score jump over 42%. Smartfren saw the smallest increase (still a respectable 14%) — but the operator is now in a distant last place, with a speed that remains less than half of any of its rivals.

With an increase in the use of social media applications, Upload Speed Experience is increasingly becoming an important aspect of user’s mobile network experience and at present Telkomsel holds a clear advantage.
Telkomsel remains the leader in Latency Experience, with a score over 5 milliseconds faster than its closest rival. And the leader's score improved by over 12% — but this was actually the smallest increase of any of the five operators. All our Indonesian users saw double-digit percentage improvements, with 3 seeing the biggest improvement of nearly 19% to cement its second-place finish. Smartfren and XL were neck-and-neck at around 60ms, while Indosat's users experienced the highest Latency Experience of just over 67ms.

Latency is a measure of a network's response time, and it affects the mobile data experience in many subtle ways. The lower latency is on a network, the better the experience on a host of mobile applications and services, from web browsing and Voice-over-IP to real-time multiplayer gaming.
Telkomsel won our inaugural 4G Coverage Experience award, with a score just shy of 8 (on a scale of 0-10). This was considerably ahead of any of the competition, with closest rival XL being nearly 2 points behind. Indosat was close behind XL, followed by Smartfren, with 3 a little further behind in fifth place.
Opensignal’s 4G Coverage Experience metric is a measure of how Opensignal’s mobile subscribers experience 4G coverage on an operator’s network. Measured on a scale of 0-10, it analyzes the locations where customers of a network operator received a 4G signal relative to the locations visited by Opensignal users of all network operators.
In our regional outlook we analyzed users’ mobile network experience in 24 cities across Indonesia. Our national results were echoed at the regional level, as one operator continued to shine in the majority of award categories. Telkomsel won our Download Speed Experience award outright in every single city, except Balikpapan and Kota Cirebon, where it shared first place with Smartfren and XL respectively. The operator was at its peak in Pekanbaru, where our users on its network experienced the fastest download speeds of 17.8 Mbps on average, an improvement of almost 3 Mbps to break its own highest score from the last report.
Telkomsel also dominated the regional Upload Speed Experience category by winning the award outright in 19 cities individually, and drawing first with Indosat in Surabaya. The highest Upload Speeds were experienced by our users on Telkomsel’s network in Denpasar — 9.9 Mbps on average. XL won the award outright in the remaining 4 cities — Batam, Kota Cirebon, Makassar and Manado.
Looking at Latency Experience, Telkomsel’s score of 32.4 ms in Pekanbaru was the fastest across all 24 cities in this category. The operator won awards individually in 21 cities, whereas 3 was the only other operator to win awards in this category, in Banjarmasin and tied with Telkomsel in Balipakan and Cirebon for the first place.
Coming to Opensignal’s unique metrics — Video and Voice App Experience. Our users enjoyed the best Video Experience on Telkomsel’s network in Pekanbaru, as the operator scored 66.9 points to garner a Very Good rating. Telkomsel triumphed by winning awards in 20 cities, and drawing first with XL in further four — Batam, Cimahi, Kota Cirebon, and Kota Yogyakarta. In general, across all 24 cities the scores for Telkomsel ranged from Good to Very Good ratings.
It was a close-run race in our Voice App Experience category, but Telkomsel lead the regional results by winning in each one of the cities — individually in 19 cities and sharing the first place with XL in Cimahi and Kota Cirebon, as well as with Indosat in Pekanbaru and Kota Yogyakarta. Our users on Telkomsel’s network in Balikpapan perceived the best Voice App Experience across Indonesia: the operator's score of 82 points achieved a Good rating, which means on average our users on this network were satisfied and experienced minor quality impairments, occasionally accompanied by clicking sounds or distortions.
In 4G Availability, Smartfren dominated our charts in each of the locations. Our users on Smartfren’s network connected to 4G services at least 96% of the time in all 24 cities, including Cilegon, where it tied with 3 for the first place.
