In this report, we have examined real-world data from our Indonesian users located in Java across four key measures of the broadband user experience: Download Speed, Peak Download Speed, Upload Speed, and Video Experience. Our results for Indonesian ISPs include a blend of different technologies e.g. cable, FTTH, FWA, or xDSL — but do not include readings from mobile dongles.
We compare user experience on 11 main ISPs that are present in Java: Biznet, CBN, First Media, Icon Plus, IndiHome (Telkomsel), Indosat HiFi, MNC Play, MyRepublic, Orbit (Telkomsel’s FWA brand), Oxygen.id, and XL. The analysis period covers their experience over 90 days starting on March 6, 2024, to see how these Indonesian ISPs fared. Opensignal has also published the Fixed Broadband Experience report, which looks at real-world broadband network experience from our users across 10 of some of the largest cities in Indonesia.
The incumbent Telkomsel provides xDSL, fiber, and FWA services, the latter through its Orbit brand. Most ISP providers in our report offer fiber services — on top of their fiber services Biznet, Indosat HiFi, and XL offer a small portion of FWA under the same brands. Meanwhile, First Media is the only major ISP in Java to offer cable, aside from its fiber offering that will soon be consolidated with XL’s subscriber base.
Biznet scores the highest in Java for Upload Speed. Our Biznet users enjoy 8.6% faster average upload speeds than those on second-placed MyRepublic. Upload Speed is becoming more important for TikTok and streamers, for sharing their content online.
Biznet and First Media share the top spot for Download Speed — the only ISPs in Java with average download speeds above 30Mbps. Their scores are more than a quarter faster than CBN, MyRepublic, and Oxygen.id, which are all tied for third place. Both Biznet and First Media observed boosts in their Download Speed and Peak Download Speed scores around Java since the previous report.
Biznet is also top for Peak Download Speed, with its score clocking in at over 150Mbps, giving it a sizeable winning margin (19.2%) over the runner-up First Media.
First Media leads for Video Experience and places in the Very Good (68-78) category, along with second-placed Oxygen.id. This means our users are, on average, able to stream video at 1080p or better with satisfactory loading times and little stalling. Most of the ISPs rate as Good (58-68) for video services, with Indosat HiFi and Orbit placing in the Fair (48-58) category.
Methodology and definitions
Opensignal captures user measurements across all broadband network architectures, encompassing fiber (FTTx), xDSL, cable, fixed wireless access (FWA) via 4G and 5G, as well as satellite, and reports on a holistic evaluation of our users’ experience with the listed providers' internet services.
Tariff characteristics — for example, speed tiers or data caps — vary greatly by provider and the dispersion of the plan mix will affect the average experience result. Opensignal’s measurements capture users’ experience, regardless of the plan that they have purchased from their provider. This report analyzes the real-world situation across all users’ plans.
Broadband Download Speed
Measured in Mbps, Broadband Download Speed represents the typical everyday speeds a user experiences across a provider’s network.
Broadband Peak Download Speed
Measured in Mbps, Broadband Peak Download Speed represents the 98th percentile of the user speed distribution. i.e. this is what the users with the highest speeds within the footprint experience.
Broadband Upload Speed
Measured in Mbps, Broadband Upload Speed measures the average upload speeds for each internet service provider observed by our users across their fixed networks. Typically, upload speeds are slower than download speeds, but this often depends on the technology used for broadband connections.
Broadband Video Experience
Opensignal’s adaptive video experience quantifies video quality streamed to mobile devices by measuring real-world video streams over an operator's network. The metric measures users’ adaptive video experience using a Mean Opinion Score (MOS) approach inspired by International Telecommunication Union (ITU) studies which have derived a relationship between technical parameters of adaptive bitrate video streaming and the perceived video experience as reported by real people.
The videos tested are streamed directly from the world’s largest video content providers and include a wide selection of resolutions that dynamically match the network conditions, available bandwidth, and device performance. Resolutions range from 144p to 2160p, which is also called 4K or UHD (Ultra High Definition). The model calculates a MOS score on a 0 to 100 scale by evaluating several parameters, including the time to start playing the video, the quality of the video, the time playing each resolution, and the time spent re-buffering.
